The Borno State Social Investment Management Programme (BOSIMP) on Monday, 2nd February 2026, received a high-level delegation from the European Union (EU) and the German Government, funding partners supporting social protection initiatives in Borno State. The EU delegation was led by the Head of Cooperation, Mr. Massimo, while the German delegation was led by the Head of Cooperation at the German Embassy, Dr. Karin Jansen. The delegation was received at the Programme's headquarters by the Chairman of the Board, Engr. Saleh Yuguda Vungas, alongside the General Manager of the Programme, Dr. Lawan Amdan Lawan.

In his welcome address, Engr. Vungas expressed appreciation for the visit and commended the sustained support of the European Union and the German Government through the German Development Cooperation. He underscored the importance of strong collaboration with development partners, noting that BOSIMP remains committed to working closely with partners such as the EU and Germany to strengthen social protection delivery in the state. The Chairman further briefed the delegation on the deliberate efforts of the Borno State Government under the leadership of His Excellency, Governor Babagana Umara Zulum, towards stabilization and recovery, particularly in the areas of security stabilization, peacebuilding, and the resettlement of displaced communities.

In his remarks, the General Manager, Dr. Lawan Amdan Lawan, informed the delegation that BOSIMP was established by His Excellency, Governor Babagana Umara Zulum, with a statutory mandate to alleviate poverty and hunger through targeted social interventions for poor and vulnerable populations across the state. In line with this mandate, the General Manager highlighted key interventions supported by the European Union and the German Development Cooperation. These include the expansion of the Borno State Social Register by 900,000 individuals; the establishment of the Social Protection Technical Working Group with BOSIMP serving as the coordinating agency; and the implementation of graduation approach to social protection as well as shock-responsive social protection (cash transfers), which targeted 2,500 beneficiaries across four Local Government Areas in the state.

Dr. Amdan further appealed to the partners to consider scaling up and expanding their interventions to reach more communities across Borno State, citing the growing demand for comprehensive and inclusive social protection support in post-conflict and recovery settings. He specifically sought the continued support of the EU and BMZ under the SEPIN SUSI project, particularly in the area of livelihood and entrepreneurship development.

Speaking on behalf of the beneficiaries, a representative expressed gratitude to the partners, stating: "We are deeply grateful to the European Union and the German Government for their timely and impactful support. Their assistance has significantly improved our livelihoods and strengthened the resilience of our communities."

Also present at the meeting were members of the BOSIMP Board, a representative of the Borno State Emergency Management Agency (SEMA), and top management staff of the Programme, underscoring the multi-sectoral collaboration aimed at strengthening social protection delivery in Borno State.
